vendor/openal-win: Added the 64-bit editions of the OpenAL DLLs.

The redistributable installer that comes with the OpenAL SDK 1.1 "Updated Summer 2009" only installs the OpenAL32.dll and wrap_oal.dll that are appropriate for the current system (32 or 64 bit), so we had to run it explicitly on a 64-bit system to extract the 64-bit editions as well.
